MHDC has always strived to make healthcare communication and data sharing between payers and providers more effective and efficient. To that end, we are excited to announce two new initiatives, as well as an update to an existing offering.
First, NEHEN 3.0 is underway. The next iteration of our existing NEHEN service, NEHEN 3.0 combines administrative and clinical data exchange, adheres to existing and upcoming regulations around data standards and interoperability, and reduces administrative burden on both providers and payers by providing more efficient mechanisms for fulfilling prior authorization requests, managing quality measures, and generally improving data quality and data exchange between payers and providers. Our hope is that this will enable everyone to focus more on patient care and less on paperwork. Read more about this project in this issue’s feature article.
Next, in response to the recent cyberattack on Change Healthcare, MHDC launched the Change Healthcare Assistance Program (CHAP) to help affected providers with weekly open office Q&A meetings and a dedicated web page with links to alternative EDI providers and major health plans. Read more about CHAP in this issue’s NEHEN update.
Finally, our Data Governance Collaborative (DGC) is updating the MHDC Quality Measures Specification to include health equity data required by Massachusetts and to meet NCQA’s health equity accreditation programs. DGC participation is available to members of our MHDC community. If you’re a member and interested in helping to shape the next version of our spec, please click HERE. The DGC also keeps track of industry activity, reviews new laws and regulations, comments on RFIs and proposed rules, and serves as a feedback mechanism for NEHEN 3.0 plans.
At MHDC, we're committed to bringing positive change to health data innovation, standardization, and support. We trust these initiatives show our dedication to this mission. Please click HERE to learn more about our upgraded 2024 benefits and how to join the MHDC community.

Updates
The DGC has started updating the MHDC Quality Measures Specification, mainly to incorporate health equity data required by Massachusetts and for NCQA’s Health Equity accreditation programs. This is a community-wide, collaborative process; we encourage all DGC participants to contribute to the project either via discussions at our working group meetings or via email or other avenues when meeting attendance is not possible.
MHDC is offering support for providers and payers affected by the Change Healthcare cyberattack on Feb 21, 2024. This unprecedented outage has affected operations and finances of thousands of payers and providers. TriZetto and the NEHEN team immediately disconnected NEHEN from Change Healthcare’s network as a precautionary measure and to ensure NEHEN users were insulated from the attack.
MHDC is currently securing the 2023 data from CHIA and Rhode Island, with hopes we will have the new data available by late summer. We continue to work on improvements to the business and technical components of Spotlight. We anticipate this project continuing throughout 2024 and believe customers will start seeing direct benefits soon, including noticeable performance improvements by the late summer.
In recent efforts to modernize healthcare through technology, the Massachusetts Health Data Consortium (MHDC) has embarked on two pivotal projects that showcase the vast potential and inherent risks of digital health initiatives. These projects highlight the healthcare industry's dual objectives: to harness technology to make healthcare delivery more efficient and effective and to navigate the cybersecurity challenges that accompany such digital advancements.
A cornerstone of MHDC's initiatives is the introduction of NEHEN 3.0, an advanced health information exchange platform aimed at revolutionizing the way healthcare providers and health plans communicate and share data. Designed to significantly alleviate the administrative burdens that currently hamper the healthcare system, NEHEN 3.0 is built around five foundational pillars:
