Current Status of Massachusetts Payers: The Consortium has worked closely with the major payers and health plans based in the state to get agreement on a common report format regarding the status of their HIPAA transaction testing efforts. The Consortium provides links to the HIPAA web pages for each payer/health plan. Vendors are defined to include billing software firms, clearinghouses, and billing service companies.

Consortium Regional Initiatives:

  • H.E.C.C.: The Consortium has convened all of the state's major healthcare stakeholders affected by the HIPAA transaction/code set mandate to work collaboratively on education and implementation. The group is called the HIPAA Education Coordinating Committee (HECC) and it has accomplished a great deal since it was formed in early 2001.
  • Correct Coding Initiative: The Massachusetts Health Information Management Association (MHIMA) took a leadership role and worked with the Consortium to assemble a group of health plans/payers in the state to focus on best practices for data quality and HIPAA transaction code set compliance.

Resources: The Consortium offers materials and website links that have been published by CMS, national consortiums/alliances, standards organizations, Massachusetts Medicaid, local health plans, and Massachusetts-based provider associations. These resources can help covered entities that are attempting to become compliant with HIPAA mandated transaction formats and code sets.

References: The Consortium makes available all of the critical references needed to address HIPAA transactions/code set mandates, including: analyses of HIPAA legislation, addenda, white papers, dictionaries/ glossaries, implementation guides, regional companion documents, etc.

Education: The Consortium offers a range of seminars and other educational events that can be of value to healthcare organizations addressing HIPAA requirements.
