Population health management efforts, whether undertaken by providers or payers, overwhelmingly target the utilization of unnecessary services (lab tests, drugs, imaging, Emergency Department visits, for example) to improve quality and reduce total medical costs. But improving clinical resource utilization is only half of the battle; reducing the unit cost of services is the other half.
